Early Childhood Colorado Framework

Developed in 2008 by the Early Childhood Leadership Commission, the Early Childhood Colorado Framework establishes “a shared vision where all children are valued, healthy and thriving.” The Framework visual defines principles and domains to underpin statewide collaboration to establish a high-functioning and equitable early childhood system.

The desired outcomes of the Framework are increased access and quality for every young child in the state, with all components of Colorado’s early childhood services and structures in full alignment to effectively support families. Domains of the Framework include Whole Person Health and Well-Being; Learning and Development; and Family Support and Education. Refreshed in 2023, the latest Framework expanded to include an additional fourth domain: Economic Mobility.

Importantly, the Framework identifies key infrastructure that must exist for the state’s early childhood system to function. This includes leadership, funding, and data and research.
